Description
- Oversees the development of and performs administrative duties related to the management of human resources, including performance management, staff recruitment, selection and retention, onboarding process and training of newly hired staff, compensation and benefits programs, training and professional development for all staff, compliance and reporting functions, organization structure and development, staff relations and culture building, and HRIS management
- Ensures organizational consistency with respect to personnel management as well as compliance with applicable laws and collective bargaining agreements
- Participates in union contract negotiations, grievance procedures and arbitrations
- Collaborates with library administration on policy development, review and updates. Develops and recommends human resources specific policies and procedures to achieve operational and strategic objectives
- Reviews and recommends language for all position descriptions, appropriate classifications and salary levels
- Manages the Human Resources department and staff; develops goals and objectives for the department and initiates specific programs to achieve objectives; reviews internal Human Resources procedures to increase efficiency and improved customer service
- Collaborates with DEI Officer and other stakeholders to foster inclusiveness and equity in all processes and procedures
- Manages separation process including presenting to the Board of Library Trustees, implementing and managing exit interviews/surveys
- Monitors department budget and tracks position vacancies throughout the organization
- Responds to staff grievances and concerns
- Provides oversight of approval of all worker's compensation, ADA, performance and disciplinary issues and separations and advises CEO of any significant personnel matters
- Serves as consultant to managers regarding human resources issues and concerns; meets with staff, supervisors and managers to address personnel concerns
- Consults with legal counsel on personnel matters, as appropriate
- Consults with peers and colleagues to ensure application of human resources best practices at BCPL
- Monitors all local, state and federal laws and regulations for updates to existing policies and practices
- Must be able to meet scheduling requirements by arriving to work on time and staying until the end of one's shift
- Must be able to work evenings and weekends and be flexible with one's work schedule to meet daily operational requirement
- Must have access to transportation, as needed to fulfill the responsibilities of the position, including meetings, events and activities at other branch locations of offsite
- Other duties as assigned
Requirements
- A Master's in Business Administration from an accredited college or university
- Minimum of six (6) years of progressively increasing responsibility and work experience in human resources management; experience working in a public library environment is a plus
- Experience working in a collective bargaining environment
- Three (3) years of prior experience in supervising staff required
- SHRM-CP or PHR certification preferred
- Must have a valid driver's license in good standing
- Must be able to lift up to 25 lbs. and push/pull a wheeled cart weighing up to 100 lbs.
